April 4 Update

At the April 3, 2024 Town Council meeting, an individual spoke during the “call to the public” with concerns that neighbors in the QC Ranchettes (the site of the fatal assault of Preston Lord) called the police on Oct. 28 and their calls were not reflected in the timeline previously provided by QCPD. QCPD made contact with the individual to get more information. After further conversation with the individual, it was confirmed that all of his neighbors who reported calling the police were, in fact, reflected in the timeline previously provided and noted below (there are no missing calls). 

  • 9:06 p.m. (non-emergency call prior to assault)

  • 9:12 p.m. (non-emergency call prior to assault, not dispatched due to officers en route)

  • 9:54 p.m. (9-1-1 call after the assault)

  • 9:56 p.m. (9-1-1 call after the assault)

Statement from QCPD Chief Randy Brice - March 28, 2024

QCPD remains committed to transparency, while also ensuring the integrity of the ongoing investigation and prosecutorial process. The redaction process has been ongoing in preparation for the release of public records requests related to the Preston Lord homicide investigation.

As part of the legal process, certain information has been redacted. While this is another critical step in the process, we acknowledge the sensitivity surrounding the release of this information. A life has been lost and the information may be difficult to process.

We remain vigilant in finishing up this case, ensuring we get justice for Preston.

Update

On March 7, the following individual was booked on the outstanding warrant related to the homicide of Preston Lord, bringing the total in custody to seven. 

  • Treston Billey*
    • Charges: one count aggravated robbery, a Class Three felony; one count first-degree murder and in the alternative second-degree murder, both Class One felonies; one count kidnapping, a Class Two felony

March 7 Update

On March 6 and 7, the Queen Creek Police Department arrested four individuals and served arrest warrants to two individuals in custody related to the homicide of Preston Lord. 

At a joint press conference on March 6, the Maricopa County Attorney Rachel Mitchell announced the following:

  • William Owen Hines*
    • Charges: one count first-degree murder and in the alternative second-degree murder, both Class One felonies; one count kidnapping, a Class Two felony
  • Talan Renner*
    • Charges: one count first-degree murder and in the alternative second-degree murder, both Class One felonies; one count kidnapping, a Class Two felony
  • Dominic Turner*
    • Charges: one count aggravated robbery, a Class Three felony; one count first-degree murder and in the alternative second-degree murder, both Class One felonies; one count kidnapping, a Class Two felony
  • Talyn Vigil*
    • Charges: one count first-degree murder and in the alternative second-degree murder, both Class One felonies; one count kidnapping, a Class Two felony

On March 7, the County Attorney announced two additional indictments (full release):

  • Jacob Meisner* 
    • Charges: one count aggravated robbery, a Class Three felony; one count of first-degree murder and/or second degree in the alternative,  Class One felonies; one count kidnapping, a Class Two felony
  • Taylor Sherman* 
    • Charges: one count first degree murder and/or second degree in the alternative, Class One felonies;  one count kidnapping, a Class Two felony

All six suspects are in custody. 

The homicide investigation is related to an incident that occurred on Oct. 28, 2023. At 9:49 p.m., QCPD received a 911 call regarding an assault in the area of 194th St. and Via Del Rancho in Queen Creek. A juvenile victim was located in the roadway, later identified as Preston Lord; he was transported to the hospital with life-threatening injuries. On Monday, Oct. 30, he passed away in the hospital.

“This is a culmination of an extensive investigation and a critical step in getting justice for Preston,” stated Queen Creek Chief of Police Randy Brice. “To Preston’s family, we thank you for your patience and faith in our efforts. We cannot imagine what you have endured. To the public, thank you for continuing to send tips and the outpouring of support for the family. We will be vigilant in finishing up this case - this is all about ensuring we get justice for Preston. And, ensuring that we continue to focus on teen safety.”

While the manner of death can only be determined by the Maricopa County Medical Examiner, QCPD began investigating the incident as a homicide from the beginning. The investigation included processing hundreds of tips, extensive interviews, warrants, court orders, and other investigative processes.

In late December, QCPD submitted charges to the Maricopa County Attorney’s Office. On Feb. 14, the Maricopa County Medical Examiner completed their report and specified the manner of death as homicide. The findings were consistent with QCPD’s investigation and supported the charges submitted to the Maricopa County Attorney.

March 6 Update

Feb. 22 Update

 

During the Feb. 21 Town Council meeting, Queen Creek Mayor Julia Wheatley and the Town Council recognized Preston Lord during the moment of silence. “Preston and his loved ones are constantly in our hearts. We, as a community, must remain vigilant and work together. We must continue to condemn acts of violence and support the process to hold offenders accountable.” stated Queen Creek Mayor, Julia Wheatley. 

QCPD Chief Brice stated, “As we shared last week - on Wednesday, Feb. 14, the Maricopa County Medical Examiner completed their report related to Preston Lord and specified the manner of death as homicide. The Maricopa County Attorney’s Office now has that report as they continue to review the charges we submitted against seven individuals.”

On Wednesday, Feb. 14, the Maricopa County Medical Examiner completed their report related to Preston Lord and specified the manner of death as homicide.

The medical examiner’s report is an important component of the investigative process. 

The findings are consistent with our investigation and support the charges submitted to the Maricopa County Attorney’s Office (MCAO). The MCAO now has that report as they continue to review the charges submitted by QCPD related to the homicide of Preston Lord.

Feb. 8 Update

It cannot be stressed enough - the senseless acts of violence that took place on Oct. 28 are unacceptable. And those that are responsible will be held accountable. Thank you to the community for continuing to stand up and say violence will not be tolerated,” stated Queen Creek Mayor, Julia Wheatley.

At the Council meeting, QCPD Chief Brice stated, “While we don’t have new information to share this evening. I want to ensure there are ongoing updates as this case remains a top priority. As you know, in late December our office submitted charges to the Maricopa County Attorney’s Office (MCAO) against seven individuals related to the homicide investigation from Oct. 28. We focused on providing a submittal that would allow the County Attorney enough time to consider the facts of the case and the requested charges. While the process takes time - there will be accountability and there will be arrests.”

QCPD remains focused on bringing justice for Preston. The department is committed to the safety of the community and continues to deploy extra patrols in common areas where teens are known to congregate, utilizing school resource officers in all district high schools and building critical community connections.

Mayor Wheatley added “what we have seen out of this tragedy is the community coming together. The actions of the youth who have had the strength to stand up and share their stories, or show these acts of kindness, gives me hope. Last month our community came together to discuss possible solutions - and we will continue to move those ideas forward. I want to reflect on the impact the awful actions of Oct. 28 have had on our community and reiterate this violence will not be tolerated in Queen Creek or our region.” stated Queen Creek Mayor, Julia Wheatley. “While we work towards justice through an arrest and conviction, we must also evaluate how we can make positive changes as a result of this tragedy. I have met with concerned parents and non-profits on how we can come together to navigate the unique challenges facing our youth. ”

QCPD Chief Brice stated, “In late December, our office submitted charges to the Maricopa County Attorney’s Office (MCAO) against seven individuals related to the homicide investigation from Oct. 28. We continue to communicate with the MCAO as they review the case and submitted charges. While the MCAO reviews the submittal, the investigation is not over. Dec. 8 Update 

The Queen Creek Police Department (QCPD) continues to move forward on the homicide investigation as a result of the incident that took place on Oct. 28.

During the Dec. 6 Town Council meeting, Queen Creek Mayor Julia Wheatley and the Town Council recognized Preston and his family during the moment of silence. “We have and we will continue to have moments of silence in Preston’s honor. I absolutely condemn this senseless act. Those that are responsible must be held accountable” stated Queen Creek Mayor, Julia Wheatley. “Seeking justice for Preston is the Queen Creek Police Department’s top priority.”

QCPD Chief Brice stated, “I understand that everybody wants an arrest, and I assure you that our top priority is that arrest. We continue the investigation so that when we make the actual arrest, the County Attorney can work towards that conviction. We would like to provide a definitive timeline - but what I can say is there are many factors that have to be addressed and investigated. We are waiting for the Medical Examiner’s report, which has not been provided yet and may still be months out. Providing a tip, a name, or other information is just the beginning of the investigative process; we have to gather evidence, corroborate testimony and make the proper connections. In this sort of case, we actually have to demonstrate the causality with evidence. In other words, we have to have evidence to show how an action by a person or persons results in the outcome that we saw in this case. What I can share with you is this is a complex investigation and will be a complex prosecution."

More than 50 search warrants have been served resulting in an extensive amount of information that must be analyzed and reviewed. QCPD is focused on bringing justice for Preston and will release more information on the investigative process once it is appropriate to do so and without compromising the outcome of the investigation. Additional updates will be provided once an arrest has been made.

“Bringing justice for Preston comes through holding those responsible accountable. We at the police department are heartbroken but dedicated to resolving this situation,” stated QCPD Chief Brice. “We stand with the family of Preston. And we will not rest until we have a resolution.”

Nov. 29 Update 

 The Queen Creek Police Department (QCPD), is continuing to make progress on the homicide investigation as a result of the incident that took place on Oct. 28.  

While the police department needs probable cause for an arrest, successful prosecution requires proof beyond a reasonable doubt. This investigation is extensive, intricate, and complex. And it continues to be a top priority for the department, ensuring thoroughness and accuracy.

“We understand the community wants an arrest or more information about why an arrest has not taken place,” stated QCPD’s Chief of Police, Randy Brice. “While we cannot release information that could compromise the prosecution of this case, I want to reiterate that we want more than just an arrest. We want to ensure that those involved are convicted. We remain committed to helping bring justice to the individuals who participated in this terrible crime. We appreciate the community’s patience and outpouring of support for the family as they grieve the senseless loss of Preston. The community walk that was held last night was a true showing of support from our community for the family.”

To date, more than 200 tips have been received and processed, including 29 through the FBI. Each and every tip has to be reviewed, assigned, investigated, and documented. It is important to note not all tips lead to significant breakthroughs in the investigation. However, this does not diminish the importance of the information shared, but reflects the complexity of the investigative process.

Hundreds of interviews have been conducted resulting in dozens of follow-ups and additional investigative actions. As of today, 49 search warrants have been served. The evidence gathered from these actions requires extensive analysis and review. QCPD is committed to transparency, and there will be a time later in the process when more information can be shared. However, due to the ongoing nature of the investigation, specific details cannot be disclosed at this time to protect the integrity of the process.

The Queen Creek Police Department (QCPD) continues to move forward on the homicide investigation as a result of the incident that took place on Oct. 28. 

While specific details cannot be released at this time to protect the integrity of the ongoing investigation, significant progress has been made.

QCPD Chief Brice reiterated “We understand the community is grieving the loss of a child and you want an arrest. We do too. This was a heinous crime and we are committed to holding those involved accountable. Due to the nature of the incident, it is imperative that we conduct a thorough investigation that provides a foundation for a strong case in court, which is ultimately necessary for a conviction. As your Chief of Police and as a parent, my heart is heavy, especially as we go into the holidays. We continue to focus on justice for Preston and his family.”

Nov. 14 Update 

The Queen Creek Police Department (QCPD) has identified multiple persons of interest in the homicide investigation of an assault that took place on Oct. 28 near 194th St. and Via Del Rancho.

QCPD Chief Brice stated, “We are committed to finding justice for Preston. Our Investigators are determined and dedicated to solving this case. However, we want more than just an arrest. We want to ensure that those involved are convicted of the crime.”

In addition to receiving hundreds of tips, the investigation has included extensive interviews, warrants, and court orders. Since the incident occurred, a significant amount of data has been processed and analyzed. As the search warrants and court orders continue to be executed, substantial amounts of additional data must be reviewed to identify possible items of evidence that further corroborate the investigative leads.

QCPD continues to work on balancing the need for prompt results while ensuring a thorough investigation. With the amount of data that is being processed and analyzed, QCPD continues to utilize other local law enforcement agencies, including the Phoenix Field Office of the FBI. In addition to the analysis support, QCPD has partnered with the FBI to provide another tipline and a $10,000 reward for information that leads to the arrest and/or conviction of those involved.

While the FBI is assisting with resources, QCPD remains the law enforcement entity handling the investigation. Chief Brice reiterated, “Parents, we are asking you to talk to your kids. If they have direct evidence related to this case, we need you to come forward. For those who attended this party or saw the incident, if you are being threatened or you are scared to say something, please talk to your parents or someone you trust. Do the right thing and help us bring justice for Preston and his family.”

The homicide investigation is continuing to move forward, and ensuring that all physical evidence is collected will ultimately lead to the arrest and conviction of those criminally responsible.

At 9:07 p.m. QCPD received a call to the non-emergency line regarding a juvenile disturbance in the area of Via del Oro and 194th St. Officers responded to the area and located a number of juveniles leaving the area; no illegal activity was observed. Within a few minutes, the officers on scene were diverted to a high-priority call with a potential crime in progress.

At 9:49 p.m. QCPD received a 911 call in regards to an assault in the area of 194th St. and Via Del Rancho. Officers arrived on scene in approximately three minutes. QCPD discovered a juvenile victim in the roadway; he was transported to the hospital with life-threatening injuries. On Monday, Oct. 30 he passed away in the hospital.

Nov. 8 Update 

The Queen Creek Police Department (QCPD) is continuing their homicide investigation of the incident that took place on Oct. 28 near 194th St. and Via Del Rancho. QCPD has executed several search warrants related to investigative leads and continues to work towards an arrest. We understand that the community wants quick resolution - as a police department, we are committed to a thorough investigation to hold the appropriate people accountable and bring justice to the family. 

 

Nov. 6 Update 

The Queen Creek Police Department (QCPD) is continuing their investigation of an incident that took place on Oct. 28 near 194th St. and Via Del Rancho. The homicide investigation continues to be very active. It is complex and far reaching due to the amount of people involved. While no arrests have been made yet, the investigation continues to move forward with a focus on bringing justice to the family. 

Nov. 1 Update 

The Queen Creek Police Department (QCPD) is continuing their investigation of an incident that took place on Oct. 28 near 194th St. and Via Del Rancho. While QCPD is waiting for the findings of the medical examiner, the incident is being investigated as a homicide. QCPD is working several investigative leads. If you have eyewitness information or video of the assault, please call the non-emergency line at 480-358-3500. 

“It is also imperative that all of these tips are vetted, particularly because there were multiple large gatherings that same evening and we’re getting video and other information from parties other than this incident,” said Queen Creek Police Chief Randy Brice. “Please do not post this information online. Send it directly to the police department. These public posts lead to the misidentification and targeting of individuals that may have nothing to do with this incident.” 

On Oct. 28 at 9:07 p.m. QCPD received a call to the non-emergency line in regards to a juvenile disturbance in the area of Via del Oro and 194th St. Officers responded to the area and located a number of juveniles leaving the area; no illegal activity was observed. Original Release - Tuesday, Oct. 31 

The Queen Creek Police Department (QCPD) is currently conducting a death investigation of a juvenile related to an incident that occurred on Oct. 28.

On Oct. 28 at 9:07 p.m. QCPD received a call to the non-emergency line in regards to a juvenile disturbance in the area of Via del Oro and 194th St. Officers responded to the area and located a number of juveniles leaving the area; no illegal activity was observed. Within a few minutes, the officers on scene were diverted to a high-priority call with a potential crime in progress. 

At 9:49 p.m. QCPD received a 911 call in regards to an assault in the area of 194th St. and Via Del Rancho. Officers arrived on scene in approximately three minutes. QCPD discovered a juvenile victim in the roadway of that area and administered life-saving efforts. He was transported to the hospital with life-threatening injuries. On Monday, Oct. 30 he passed away in the hospital. Due to the age of the victim, the name of the victim is not being released by QCPD. 

As part of the investigation, QCPD requested video from surveillance or doorbell cameras that may have captured footage within a half-mile radius of this area, between the hours of 6 and 10 p.m. on Oct. 28. 

No arrests have been made. QCPD is continuing the extensive and active investigation, including awaiting the Maricopa County Medical Examiner’s findings.
