Queen Creek Fire & Medical Enhances Public Safety with Mobile Drone as First Responder Program

The Queen Creek Fire & Medical Department (QCFMD)’s Drone as First Responder (DFR) Program is the first in the nation to deploy a remote piloted UAS, or unmanned aircraft system, that is mounted on a vehicle. The unit, referred to as Dorothy, is mounted to the Battalion Chief vehicle and deploys when the unit arrives at major calls, providing flexibility.



With this technology, real-time aerial footage is available to incident commanders before crews arrive on scene, increasing situational awareness. Equipped with thermal imaging capabilities, Dorothy can assist with a wide range of incidents, including structure fires, brush fires, major crashes, search and rescue operations, and hazardous material situations. Live video feeds are transmitted directly to command staff and responding units, helping guide tactical decisions in real time.

In addition to improving operational efficiency, Dorothy enhances firefighter safety by identifying potential hazards. At a recent fire, the aerial drone footage identified structural instability that was communicated to the incident commander. Based on the information, firefighters were called out of the structure and about a minute later, the structure collapsed.

“Dorothy represents our commitment to innovation, serving our community and the safety of our firefighters,” stated QCFMD Chief Vance Gray. “We appreciate the continued support of the Council to provide the best service to our residents. This is one example of technology enhancing the response of the fire fighting industry.”

All drone operations are conducted in accordance with federal aviation regulations and are limited to emergency response and approved public safety training.
