The Town of Queen Creek's Pre-Approved Housing Design Plan Program provides architects, designers, builders, and other qualified plan preparers with the opportunity to submit residential building plans for review and inclusion in the Town's online Pre-Approved Housing Design Plan Library. Residential building plans can be submitted through the Development Nexus portal.

Pursuant to Arizona Senate Bill 1529 (A.R.S. § 9-461.19), the Town accepts pre-approved housing plans for:

Single-Family Homes - At least three plans between 800 and 2,000 square feet each with three elevation options.
Duplex Homes - At least three duplex plans ranging from 400 to 1,000 square feet per unit, each with three elevation options.
Triplex Homes - At least three triplex plans ranging from 400 to 1,000 square feet per unit, each with three elevation options.
Accessory Dwelling Units (ADUs) - At least three ADU plans in one of the following sizes: 200, 600, or 1,000 square feet, each with three elevation options.

In addition to the housing types and plan sizes required by state law as noted above, the Town also accepts plans for housing types that fall outside the statutory square footage range, as well as other residential housing types authorized by the Town. This expanded program provides greater flexibility for designers, builders, and property owners while supporting a broader range of housing options and streamlining the residential building permit process.

Process

For Plan Preparers (Submitting Plans for Pre-Approval)

Prepare Plan Set – Prepare a complete residential building plan set in compliance with all applicable Town codes and requirements.

Submit Application Through Development Nexus – Apply for a Standard Plan Review Building Permit through the Town’s Development Nexus system. Include a statement in the application description indicating that the plan set is being submitted for inclusion in the Pre-Approved Housing Design Plan Program.

Pay Plan Review Fees – The applicant is responsible for paying all applicable plan review fees at the time of submittal.

Town Plan Review – Town staff will review the submitted plans for compliance with applicable building codes and Town requirements.

Address Review Comments (If Required) – If corrections are required, Town staff will provide review comments through Development Nexus. The applicant must revise the plans and resubmit them for further review until all comments are resolved.

Plan Approval and Record Number Assignment – Once approved, the plan set will be assigned a record number (example: S25-0000)

Plans Added to Online Library – The approved plan set will be added to the Town’s Pre-Approved Plan Library, along with the contact information for the plan preparers.

For Property Owners (Using a Pre-Approved Plan)

Select a Pre-Approved Plan – Property owners may browse the Town’s Pre-Approved Plan Library and select a plan that meets their needs.

Contact the Plan Preparer – Property owners must contact the plan preparer directly to obtain permission to use the plan set.

Obtain Authorization to Use Plans – The plan preparer will provide the property owner with:

The record number for the approved plan (example: S25-0000), and
Written authorization granting permission to use the plans.

Prepare Site-Specific Documents – The property owner must prepare a site plan specific to their property, along with any other required documents (such as grading and drainage, if applicable).

Coordinate Any Plan Modifications – If the property owner wishes to modify the approved plan set, they must coordinate directly with the plan preparer. Significant modifications may require additional review.

Create a Development Nexus Account – Property owners must create an account in the Town’s Development Nexus system.

Contact Building Safety Staff for Record Connection – After creating an account, the property owner must contact the Building Safety Permit Technician staff at 480-358-3050 to receive instructions on how to connect their account to the pre-approved plan record.

Submit Building Permit Application
Submit a building permit application through Development Nexus and include:

The record number of the pre-approved plan, and
Any required supporting documents, such as the site plan and plan preparer authorization.

Town Review of Site-Specific Information – Town staff will review the submitted materials to ensure compliance with applicable zoning, building codes, and site-specific requirements.

Pay Applicable Fees – The property owner must pay all required building permit fees.

Permit Issuance – Once the review is complete and all fees are paid, the building permit will be issued.

Pre-Approved Housing Design Plan Library

The Town's Pre-Approved Housing Design Plan Library contains residential building plans that have been reviewed and approved for use within the Town. The library may include a variety of housing types and floor plan sizes. To utilize the plan for construction, please contact the plan preparer directly to obtain the rights to use the plan set for permitting and construction.
