Special Events
The Town approved updates to the special event permitting process that went into effect on Nov. 15, 2025. These changes help ensure the Town is aware of—and prepared for—events held on both public and private property that meet certain criteria. Learn more
Utilities
New guidelines from the state (5th Management Plan) require a major shift - the intention is to reduce water use. The 5th Management Plan applies to entities with common areas that have 10+ acres of grass and / or lakes.
The effective date of the 5th Management Plan is Jan. 1, 2025. The state is still rolling out implementation. HOAs that must comply should be evaluating how they can plan to meet the guidelines from the state. The Town's water conservation division can meet with HOAs to provide additional information and present at board meetings.
The Town is looking into non-residential turf reduction grants. Learn more about the Town's water conservation tools for HOAs.

2024 HOA Meeting

HB 2720 - Accessory Dwelling Units (ADU)
HOA / Neighborhood Restrictions Regulating ADUs

House Bill (HB) 2298, which amends A.R.S. 33-1818, requires communities with HOAs established prior to Jan. 1, 2015 to call for an election if they desire to continue to regulate publicly owned roadways. The HOA must hold a vote by June 30, 2025, or they forfeit their right to regulation (a majority of a quorum of homeowners is required for passage).
This statewide legislation only impacts HOAs established prior to Jan. 1, 2015. Under A.R.S. 33-1818 any HOA for which the declaration is recorded after Dec. 31, 2014 already has no authority over and shall not regulate any roadway for which the ownership has been dedicated to or is otherwise held by a governmental entity. This statute does not apply to authority over any one-way streets, without regard to ownership, or to any privately owned roadways.
One way streets and privately owned roadways are exempt from the requirements related to the regulations. The Town retains the authority to regulate roadways within its jurisdiction.
