• Do not obstruct traffic, pedestrians, or other devices
• Do not ride where it is prohibited (no park riding)

Not Every Electric "Bike" Is a Legal E-Bike. 

1. Some electric two-wheel bikes are actually considered motor vehicles, even if they have pedals attached.
2. Adding pedals does not automatically make something an e-bike.
3. Modifications such as aftermarket throttles, swapped batteries, or overridden speed limiters may change the classification of the device and create additional legal and safety concerns.

Not all motorized devices are e-bikes. Examples include:

• E Ride Pro
• Rawrr Mantis
• Segway X260
• Similar electric dirt bikes and e-motos

Before purchasing, parents should verify whether the bike was manufactured and sold as a Class 1, Class 2, or Class 3 e-bike, or whether it is classified as a motor-driven cycle or motorcycle.

Different Types of Electric Bikes & Motorcycles

Class 1 & 2 E-Bikes

• Anyone can ride
• Fully operable pedals (pedals alone do not make a device a legal e-bike)
• Speed up to 20 mph
• Motor less than 750 watts
• Must have a functional brake
• Must have a front-mounted white light, and a rear red light/reflector (if operating at night)

Class 3 E-Bikes

• Anyone can ride
• Fully operable pedals (pedals alone do not make a device a legal e-bike)
• Max assisted speed 28 mph
• Motor less than 750 watts
• Must have a functional brake
• Must have a front-mounted white light, and a rear red light/reflector (if operating at night)

Motor-Driven Cycles & Motorcycles

• Riders must be 16+
• Driver's license required (class M license or endorsement)
• Registration and proof of insurance are required
• Often sold as "electric dirt bikes" or "e-motos"
• Common examples:

  • Segway X260
  • Most electric dirt bikes without pedals

• If it has NO pedals → It is probably NOT an e-bike.
• If it goes faster than 28 mph → It is probably NOT an e-bike.
• If the motor is rated at 750 watts or higher → It is probably NOT an e-bike.
• If it looks like a dirt bike or motocross bike → It is probably NOT an e-bike.
• If the seller calls it an "e-moto," "electric dirt bike," "off-road bike," or "Sur-Ron style bike" → It is probably NOT an e-bike.
