The Town of Queen Creek is offering financial incentives to help homeowners save water and transform their high-water-use grass lawns into desert-friendly landscaping. Whether you're aiming to reduce your water bill, upgrade your outdoor space, or decrease your overall landscape maintenance, this program can help you make a lasting change.
Program Overview
Qualified homeowners within the Town of Queen Creek municipal boundaries may receive $2 per square foot or 75% of total project costs, whichever is less, to remove turf and install low-water-use landscaping. Incentives are available up to $5,000 per property, with a minimum of 500 square feet required to participate.
Artificial turf is allowed up to a limit of 1,000 square feet, but the entire landscaped area must still meet the required 30% plant canopy density, calculated separately for the front and back yards.

Program Update
All current program funding has been allocated to in-progress projects. New applications are not being accepted currently, as existing projects are expected to utilize all available funds.
Water Conservation staff are in the process of revitalizing the program, with additional funding anticipated in Summer 2026. Updates regarding the program’s reopening will be posted on this website as they become available.
Please note that projects may not begin without written approval. The Town is unable to issue approvals until new funding is secured. We appreciate the community’s patience and understanding as we work to enhance and relaunch the program to better serve our residents.
How It Works
Step 1: Apply Online
Submit an application including property information, photos, an aerial map, and a basic landscape plan. A detailed checklist of information and documents you’ll need is provided in the How to Apply section below.
Step 2: Pre-Inspection
Conservation staff will review your photos and may schedule an on-site visit to your property to confirm turf health and measure the conversion area. No work may begin until you've received written approval.
*It is the applicant's responsibility to get any HOA approvals necessary for the turf conversion.
Step 3: Start Your Project
Once approved, you'll receive a Notice to Proceed. You’ll have up to 90 days to complete the work.
Step 4: Post-Inspection & Incentive
After completion, Town staff will verify that the landscape meets all program requirements and request any receipts and paid invoices for services and materials. Incentive payments will follow within 6 weeks.
Step 5: Support
Once you’ve completed everything, we’ll keep an eye on your water use and check back in periodically to make sure you feel content with your water use and savings!
How to Apply
You'll need the following documentation:

Queen Creek utility account number (or upload a utility bill)

Landscape Plan - Rough sketch of property boundaries, indicating areas to be converted, location of new plants, and details about plants (species, quantities, rough sizes, and groundcover details).

Property Photos - 3–5 clear photos for each area to be converted (front and backyard conversion require 6-10 photos).
Once you submit your application, the following two documents will be emailed to you through a secure file transmission service to request information for processing your final incentive. These forms are being emailed to you separately via a secure file transmission service to ensure your information is protected.

W-9 Tax Form with your Tax ID or SSN since water conservation incentives are not tax-free.

ACH Direct Deposit Form to pay out your incentive to you directly once your project is completed and has passed all requirements and inspections.
