Step 1: Apply Online
Submit an application including business information, project proposal, and required documentation. A detailed checklist of information and documents you'll need is provided in the How to Apply section below. 

Step 2: Pre-Inspection
Conservation staff will review your proposal and may schedule an on-site visit to assess your current systems and confirm project details. Staff may also request additional documents if needed to make eligibility determinations. No work may begin until you've received written approval. 

Step 3: Start Your Project
Once approved, you'll receive a Notice to Proceed. You'll have up to 90 days to complete the installation. Failure to respond to correspondence by outlined deadlines or complete project within 90 days will result in the project funding being forfeited to other applicants on the program waitlist.

Step 4: Post-Inspection & Incentive
After completion, Town staff will verify that the installation meets all program requirements and if approved, request receipts and paid invoices. Incentive payments for completed and approved projects will follow within 6 weeks.

• Applicant must be a non-residential Queen Creek water customer located within the Town of Queen Creek's municipal boundaries using potable metered water. (Not sure if you live in the Town's municipal boundary? Visit QueenCreekAZ.gov/DoILiveinQC)

• Eligible entities include: commercial businesses, industrial facilities, homeowner associations (HOAs), schools, parks, and municipal properties

• Applicant must be the legal property owner or authorized representative

• New technology only - no pre-owned or already installed equipment. 

• Applicants must have a bank account capable of receiving direct deposits, as all program incentives will be disbursed exclusively via the Automated Clearing House (ACH) system.

• Projects must not be started before receiving a Notice to Proceed– retroactive incentives will not  be permitted for existing or partially completed projects.

1. Irrigation Control Systems, Efficiency Retrofits, & Leak Reduction Tools

• Certified Smart/Central Controllers

  • Must be EPA WaterSense certified

  • Complete controllers with integrated connection methods or internet-connectivity add-on/plug-in components are eligible.Connection may be via Wi-Fi, cellular, or other connection technology such as radio or ethernet. 

  • Controller must include automated leak shut-off capabilities, flow monitoring, and alerts (if flow sensor compatible)

  • Near real-time weather and ET data integration for automatic schedule adjustment is required.

  • Remote monitoring capabilities and performance data must be included and set up at time of installation

  • Note: Subscription fees and software costs not included in incentive

• Flow Sensors

  • Must be compatible with existing or new irrigation controller(s) for flow monitoring and management

  • Functional master valve(s) required to ensure the mainline can be depressurized in the event of an unexpected flow alert (leak)

• Master Valves

  • Must be normally-closed, hardwired valve(s) for irrigation system(s)

  • Note: Wireless, node-operated, or add-a-zone technology will be considered on a case-by-case basis where hardwiring is not feasible, controller(s) cannot support multiple master valves, or there are multiple controllers on one master valve.

• High-Efficiency Irrigation Heads

  • Pressure-regulated retrofits and efficient nozzle upgrades, must be EPA WaterSense certified

• Isolation Valves

  • PVC ball valves only (gate or other valve types not eligible)

  • Must be installed underground in a valve box

  • Special flat-rate incentive structure:

    • $100 each for mainline installation (minimum 250 feet between valves)

    • $50 each for other locations (after backflow or before zone valve)

2. Monitoring & Control Systems

• Submeters

  • Near real-time readings with centralized tracking capabilities are required

  • Automated monitoring only (manual read-based meters not eligible)

  • Must be AWWA and NSF/ANSI 61 standards compliance 

  • Sizing and quantity must be appropriate for project scope

• Cooling Tower Controllers

  • Remote monitoring capabilities are required

  • Controller must include automated near real-time alerts and performance data

  • Integration with facility management systems is required

3. Other Water Management Technology

• Other technology may qualify if it:

  • Allows users to track water consumption for specific equipment

  • Provides automated alerts and performance monitoring

  • Integrates with existing building management systems

  • Demonstrates measurable water efficiency improvements

  • Focuses on irrigation systems or high-use equipment optimization

  • Must demonstrate verifiable, documented water savings with supporting data

• Incentive Amount: 50% of qualifying equipment costs

  • Special exception: flat rate incentive for isolation valves: $100 on mainline, or $50 for other locations.

• Maximum Incentive: $20,000 per property

• Eligible Costs: Physical equipment and components only

• Non-Eligible Costs: Labor, installation, subscription fees, recurring costs, taxes 

• Special Exception: Isolation valves incentivized at flat rate of $50-$100 per valve depending on location

• This program does not apply retroactively. Any equipment installed before receiving a Notice to Proceed is not eligible

• You must maintain installed equipment in proper working condition to continue qualifying for the incentive

• The Town may photograph your project or use photos you provide for educational or promotional use

• Funding is limited - incentives awarded on first-come, first-served basis based on application order

• Failure to respond to correspondence by outlined deadlines will result in project funding forfeiture

• Projects must be completed by March 1st, 2026 due to state funding deadlines

• Funding is provided by the Water Infrastructure Finance Authority’s (WIFA) Water Conservation Grant Fund (WCGF) with a purpose to conserve Arizona’s water supply by facilitating projects that reduce water use, increase water use efficiency, and improve water reliability.
